Meeting With Govindas Konthoujam, Minister Industries and Commerce

Held brief meeting at Honorable Minister Industries and Commerce at his Chambers along with the General Managers of all the 9 Districts and the Implementing Agency which has signed MoU with respective DICs to Operate the LBI Centres Machines, minutely discussed about the problem being faced by the LBIs, prospects and outcomes of it.
Also he has assured to provide 3phase power supply to all the LBI Centers in order to operate smoothly.

CYBER CAFE AND XEROX & DESK TOP PUBLISHING CENTRE at Pallel Area



INTRODUCTION
Information Technology is a must to every citizens of India for self-development, communities, states and country as a whole. Computer & Internet know how and allied Services are very much lagging behind in rural area like Pallel (Chandel District) which gives a great hindrance in development. People being illiterate, aren’t aware of the various simplified services given by the Government. Lack of technology and awareness, students miss various opportunities sanctioned by the Government. In view of this, setting up a Computer, Internet and Allied services will bring a great benefits to the citizens of the area. This is only service oriented unit. The unit will offer the services to the customers as they required and the customer will pay the bill amount according to the rates fixed for services. A Cyber Café is basically an Internet Access Centre. It is a place to chat, check or send email, surf/browse the intrenet etc. Cyber Café are espcially useful for those who don't have access to Internet and are very handy when you are out of town and need to stay in touch with your office or family. As we are aware that recent growth in the field of computer, Internet & e-mail have created revolution in Information Technology field. Internet has engineered many diversification and business growth opportunities in IT sector. Cybercafés, e commerce, telemedicine call centers to name a few are some of the IT enable services which has shown tremendous potential for growth in recent times. The cyber cafes are considered to be lucrative business option for IT entrepreneurs. The cybercafés are places which provide net browsing facilities to people. It is also a place to relax, communicate with people and make friends by using internet. A number of cybercafés have come up in the sate Agartala in a span of three years. Although some of the cybercafés which have come up lack the modern amenities like dinning services, music, video conferencing, online games, etc. however, these provide facilities for people who would like to get the most out of net.

MARKET POTENTIAL
The advantages of DTP over the traditional type setting, designing and printing has modernized the printing industry for quality, efficiency and productivity. DTP has replaced the old concept of letter setting and printing .DTP facility has ample opportunities for undertaking job work on sub-contract basis for printing and publishing houses, Govt. departments, educational institutions, business houses, industries, advertisement agencies and industrial. There is good scope for using DTP facility for designing and producing newsletter, certificates, data sheets, brochures and catalogues etc. The electronics technology is undergoing rapid strides of change and there is need for regular monitoring of the national and international technology scenario. The unit may therefore keep abreast with the new technologies in order to keep them in pace with the development for global competition. Quality today is not only confined to the product or service alone ,it also extends to the process and environment in which the product is generated. The unit may adopt ISO 9000 standard for global competition. Use of Internet facilities may add to the quality of DTP standards. There is a good demand for such type of centre. Whereas Manipur, in particular Nungourok and its surrounding area viz – Pallel Bazar area which is the Asian Highway to Myanmar which will turn out to be a fast growing business centre, the demand for cybercafés will be more as more people are likely to flock these centres for sending e mail and downloading valuable information from the net and do online business transactions too.


TECHNICAL ASPECTS
I. Process of Manufacture
The DTP Software packages Page Maker Corel draw, MS-Word, are required for designing and producing printed matters using personal computer with peripherals. Laser printer is used for printing the text and graphics. The DTP software has two sections. One for type setting program and the other for page maker program .As per the design the text is typed, composed and arranged in the form of blocks or columns, Headlines, Captions, graphics, photographs, drawing etc. are inserted in the text as per the design.
(a) Proper selection and layout of lighting system
(b) Timely switching on-off of the lights.
(c) Use of compact fluorescent lamps wherever possible. In all public places, market for these services is ever growing. It is the cheapest and fastest method of communication. The demand for this kind of services is good in all important centers of rural areas.

a)    DESK TOP PUBLISHING CENTRE
The whole text is displayed on CGA/VGA monitors for correction and addition. The edited and complete page is then printed on plain paper or butter paper or page master using the laser printer. For small volume the output from the laser printer can be Xerox for making .The required number of copies. But when the volume is in the range of 200 to 40,000 impressions, the output from laser printer is taken to offset printing machine for making the required, number of copies. Aluminum foil master is capable of printing 1000 to 9000 copies per master is preferred for making large number of copies on offset printing machine.
b)   Quality Control and Standards As per the user / customer spec.

Value (Rs.) :50,000 pages (laser output)
d)   Pollution Control : The Desk Top Publishing facility is not characterized as polluting industry and is free from pollution control.
e) Energy Conservation : With the escalating demand for energy to sustain the pace of economic development of our country, Energy Conservation is not only desirable but absolutely imperative. Every user of energy is a potential Saver of energy. It is obligatory for every user to use that efficiently, it is profitable.
Power: The unit will need 26 KW of total connected load at 40/440 volts 50 Hz, AC, 3 phase & 4 wire. The annual consumption of power is estimated at 39600 KW Hrs costing Rs. 83,160/- at the installed capacity
Water: The unit will need 100 Liters of water per day. The cost of drawing the required water is shown with power cost.
Suggested Capacity: The minimum economic capacity of the center 2400 hours shall be to process per annum based on two shift operation for 300 days working schedule in a year.
Raw Materials availability: Raw materials are to be sourced mainly from the open market. At present availability and supply of the raw materials is not problem e.g ink, perforated paper, Ribbon, cartridge, CD, Floppy, Ivory paper etc to be sourced from open markets and cost would be Rs.50,000/- per month.
Manpower: The unit will provide employment to 9-10 persons including staff for factory supervision, administration and sales, labour, watch & ward etc. and all man power to be arrange from local area.
OBJECTIVES:

1. To provide standard level Xerox service, internet broadband browsing to the citizens of the area.
2.  Self-employment and also to provide job facilities .
3. To provide basic computer services to the citizens at reasonable rate.
4. To provide basic Internet services to the citizens at reasonable rate.
5. PAN card services.
6. Other related services of the field.
        a) Long term objectives (on success of the main objectives):
1.   Computer and printer hardware sales.
2.   To provide Basic Computer Training
3.   To provide software development services to shops and nearby schools.
4.   To upgrade the Centre to Micro-Finance Institution.



OVERVIEW OF THE PROJECT:
          This project aims to encourage self-employment thereby serving the citizens. Not every family of rural area like Pallel and surrounding areas can have computer, printer, scanner, internet connection, etc. This project will provide the following services:
1.   Computer services
2.   Internet Services, Cyber Cafe
3.   PAN Card Service
4.   Hardware product sales
5.   Computer Basic Training
6.   Software development Services.
7.   Business Correspondent to Bank (SBI)

1. Computer Services:
Computer services can include the following:
a.    DTP and Printing
b.   Xerox
c.    Photo Printing
d.   ID card Printing
e.    Invitation Card Printing
f.     Programmes Printing (Ceremonies, Meetings, Christmas, etc.)
g.    Lamination
2. Internet Services:
Internet services can include the following:
a.    Various online jobs and exam form submissions
b.   Online scholarship forms submission.
c.    Online Bank Account Opening form submission.
d.   Aadhar card download and printing.
e.    Sending documents and files (email).
f.     Download and providing Students Project information.
g.    Providing information on various fields as asked by customers.
h.   Flight Tickets, Train Tickets services.

3. PAN Card Services:
PAN Card is very much in need for citizens who process high transaction in banks. The project is tied up with an enterprise of Manipur under UTIITSL to provide this PAN card services at reasonable rate at the area.

4. Business Correspondent/SBI Point of Sale (POS):
As of now SBI kiosk is running smoothly where citizens can open Tiny and Basic Saving account, transfer and withdraw money. This will serve as a mini Bank and will benefit the customer as it will reduce the crowded Bank branch to some extent. Also it will be opened in extra timings than that of a Bank.
      POS also allows customer to withdraw cash with ATM although with some limit. Moreover it can accept be also a mode of transaction without cash via ATM.

5.Hardware Product sales:
Computer products and accessories, Printer and accessories will be included on success of the above as there is no such services in an around the area.

6. Basic Computer training and Software development are immediate objectives on successful implementation of the above objectives.

 


CURRENT PROPERTY STATUS OF THE SHOP:
So far, we are working with the following machines:
1.      Two laptops, One Personal Computer (Desktop) with Webcam only.
2.      One Landline with Broadband Internet Connection.
3.      Two Epson All-in-one Printer.
4.      One 5K battery Back-up.
5.      No proper furniture and infrastructure.
6.      Also already Opened a Current Account on the Establishment Name which has been doing active tiny financial transaction.

a)      Passed CCA (six month Certificate in Computer Application) conducted under Ministry of Human Resource Development, DWCD, Govt. Of India and CCC examination conducted NEILIT.
b)      Passed Bank Mitr Examination Conducted by Indian Bank’s Association having Reg No: R0015272.
c)      Passed EA Supervisor Examination conducted by NSEIT India for Permanent Enrollment Centre of Adhar.
d)     Rural Authorized Person (RAP) examination cleared conducted by IRDA for Insurance Companies.
CURRENT ESTABLISHMENT REGISTRATION STATUS :
1.      Registered under Udyog Adhar Memorandum (UAM)
2.      Agency registered as “M/s Hongsha Moson Trading Agencyunder The Manipur Shop and Establishments Act, 1972 on the 1st Sept. 2012.
3.      Registered under District Industries Centre, Chandel, Dept. Of Commerce and Industries, Govt. Of Manipur on the 5th August 2014.
4.      Also registered at “The Pallel Bazar Board Action Committee” Thoubal Dist. Manipur on the 15th June, 2015 as Readymade Garment and Computer & Allied Services under the same proprietorship of the above.

CONCLUSION:

With growth in Information Technology, Connectivity increases; with increased connectivity, development speeds up. This project on successful implementation can bring connectivity among the people of the areas and the rest of the world. Pallel being business centre of many villages and even of the district also the place is being on the Asian Highway Indo-Burma Road, the project has good potential to grow. Not only will it gives services to the people, it will create also employment opportunity to some extent. It will also help in promoting the Government project e-Governance and Digital India Mission in addition to the above services.
